Abstract：In order to deal with the facility location problem with failure risk, a reliability model for facility location under information shortage and budget constraints is proposed. This proposed model not only reflects the change of customer visiting facility pattern under information shortage, but also reflects how to design the optimal facility layouts with budget constraints. According to the feature of the proposed model, we propose a customized Lagrangian relaxation algorithm to solve the proposed model. Based on the data of Beijing-Tianjin-Hebei area, we conduct a number of examples to study the performance and parameters of the proposed model. The results indicate that the proposed model solved by Lagrangian relaxation algorithm can obtain a reasonable facility location scheme. Sensitivity analysis makes deep insights on the influence of model parameters on the total cost of facility location design.
